Social Security Tribunal

As of April 1, 2013, the new Social Security Tribunal (SST) is responsible for appeals under the Employment Insurance Act. Both the Board of Referees and the Office of the Umpire are no longer accepting new appeals.

The Board of Referees will continue to hear appeals filed before April 1, 2013, and make decisions on those cases until October 31st, 2013. Appeals that were filed but not heard by October 31st, 2013 will be transferred to the SST at that time.

The Office of the Umpire will continue to make decisions on appeals that were heard by March 31, 2013. These decisions must be issued no later than March 31, 2014. Appeals that were filed but not heard by April 1st, 2013 have been transferred to the SST. The SST is notifying those involved in these appeals of their transfer and of next steps in the appeal process.

Who We Are

The Office of the Umpire manages the national tribunal proceedings of the Employment Insurance Umpire according to the Employment Insurance (E.I.) Act and Regulations and court practices and procedures. We provide advice and services to Federal Court of Canada Judges and Deputy Umpires, litigants, and lawyers with the aim of ensuring the public's right to justice.

One of our primary functions is to schedule and notify appellants and interested parties of their hearings. We also:

  • ensure the completeness of the appeal documents;
  • assist Umpires at the hearings;
  • issue Umpires' decisions;
  • and , handle all other related matters dealing with the court.
